National Council of Open Schooling (NCOS) is an “Open School” to cater to the needs of a heterogeneous group of learners up to pre-degree level. In 1986, the National Policy on Education suggested strengthening of Open School System for extending open learning facilities in a phased manner at secondary level all over the country as an independent system with its own curriculum and examination leading to certification.

1.3 To the evolution of a learning society. 

The courses of National Council of Open Schooling are autonomous courses, designed by the council itself and the Certification are given by the Council itself. Affiliation and approvals orders will be issued from time to time by the Council.

The Council has been so constituted to secure suitable representation of eminent personalities from educational sector, with emphasis on the SC/ST and other Backward people. We further solicit the representation from the Government at any level.

The Council is administered by an Managing Committee. The Chief Executive and all members of the Council are ex-officio Secretary of the Committee, with the Chief Executive as the Secretary General.

The Managing Committee and Secretary General of the Council, comes under the authority of the Chairman. Subject to the overall control of the Council and the Managing Committee, the Chairman and Secretary General exercises all powers of the Council related to the administration of the examinations in accordance with the provisions of the Regulations and of other rules and procedures approved by the Council from time to time and for the time being in force.
